जनगणना 2011 के मुताबिक, जिले में गांवों की कुल संख्या 815 है। इनमें से 775 गांव निवास किए गए हैं और 40 गांव निर्वासित हैं। तहसीलवार गांवों की संख्या, अंबाह (75), पोरसा (75), मोरेना (17 9), जौरा (247), कैलारास (105) और सबलगढ़ (134) हैं। ग्राम पंचायतों की संख्या 489 है। 295 पटवारी हल्का, राजस्व प्रशासन के तहत राजस्व गांव 245 है।

ग्राम पंचायत:

पंचायत मूल संस्था और स्थानीय प्रशासन की नींव है। राज्य नीति के निर्देशक सिद्धांतों के तहत, भारत का संविधान पंचायतराज प्रणाली के लिए प्रदान करता है। संविधान के 73 वें संशोधन के तहत, मध्य प्रदेश सरकार ने पंचायत प्रशासन को सभी निवास गांवों, जनपद पंचायत के लिए ब्लॉक और जिला पंचायत जिले के लिए पंचायत प्रदान करने के लिए पारित किया। ग्राम सभा एक संवैधानिक रूप से अनुमोदित इकाई है और पंच, सरपंच , जनपद और जिला पंचायत के सदस्यों को चुनने के लिए मतदान अधिकार सभी मतदाता को प्रदान करती है। राज्य सरकार ने इन पंचायतराज संस्थानों को विस्तृत प्रशासनिक शक्तियां दी है।
